Aside from law enforcement, education is a noteworthy tool to (是顯著的工具) alleviate the problem of animal cruelty.

The SPCA should instill the concept of (灌輸概念) responsible pet ownership to the general public, which means a pet should be treated as a family member, but not a toy.

The SPCA should also hold regular talks and seminars (舉行定期的講座及研討會), maintain media exposure (保持媒體曝光率) and hand out some pamphlets (派發宣傳單張) so that the message can be put across effectively.


I further suggest that the SPCA may appoint a popular artiste as Animal Protection Ambassador (委任明星成為保護動物大使) and give a head start in launching a pledge campaign (搶先起步開展約章活動) which can encourage more pet owners to pledge to show love and care to animals.

The film censoring authority should take a stricter approach in classifying films. For
example, the category III films should be extended to those spread heroism message.

The mass media, especially TV, shall exercise self-discipline in broadcasting programmes with violence. For instance, they should be shown in later time slots, say after 11 pm and classified as “parental guidance” progammes.

Without an imitating object, I believe the bully cases will drop significantly.
