The law enforcement agencies (執法機構) should allocate proper resources to crack down on // check the rampant and blatant infringement activities (打擊猖獗的盜版活動) by individuals.

The courts (施法機構) should set a precedent (訂立先例) that illegal downloading of movies and songs is a serious offence which could attract imprisonment terms (招致拘禁刑期).
